Chelsea are set to face a financial sanction following allegations of 74 breaches of Football Agent Regulations between 2009 and 2022, a period when Roman Abramovich owned the club. The charges, which fall under six separate FA regulations, cover more than a decade of financial activity during the Russian billionaire’s reign at Stamford Bridge.
No Points Deduction Expected
Despite the scale of the breaches, Chelsea are not expected to face a points deduction or any sporting sanction. Reports suggest that the FA will instead hand down a financial penalty, believed to be in line with the €8m fine previously issued by UEFA for similar discrepancies.
Football journalist Matt Law explained that Chelsea expect a financial punishment rather than any measures that would impact results on the pitch. That outcome will come as a relief to supporters who feared a points deduction in the Premier League.
Self Reporting Leads To Leniency
One of the main reasons behind the FA’s softer stance is that Chelsea self reported the alleged rule breaches. The club’s new ownership group flagged the concerns after completing their takeover in May 2022. By stepping forward voluntarily, Chelsea have been able to show transparency and cooperation throughout the process.
The FA has taken that approach into account, treating the case as a historical matter rather than an ongoing issue. The breaches are considered to have occurred exclusively under Abramovich’s ownership, which further distances the current regime from any wrongdoing.
Premier League Investigation Ongoing
While the FA case nears its conclusion, Chelsea are not fully in the clear. The Premier League is running its own separate investigation into the club’s historical financial reporting. That process remains ongoing and could yet lead to further sanctions, independent of the FA’s ruling.
The possibility of a separate outcome from the Premier League means there is still uncertainty around the long term consequences. For now, though, the expectation is that the FA case will end with a fine and no sporting penalty.
Chelsea Respond To Allegations
Chelsea released a statement on Friday addressing the matter. The club emphasised that it had taken steps to disclose all relevant information to the governing bodies and that the breaches were identified during the takeover process in 2022.
“Chelsea FC is pleased to confirm that its engagement with The FA concerning matters that were self reported by the club is now reaching a conclusion. The Club’s ownership group completed its purchase of the club on 30 May 2022. During a thorough due diligence process prior to completion of the purchase, the ownership group became aware of potentially incomplete financial reporting concerning historical transactions and other potential breaches of FA rules. Immediately upon the completion of the purchase, the Club self reported these matters to all relevant regulators, including The FA. The Club has demonstrated unprecedented transparency during this process, including by giving comprehensive access to the Club’s files and historical data. We will continue working collaboratively with The FA to conclude this matter as swiftly as possible. We wish to place on record our gratitude to The FA for their engagement with the Club on this complex case, the focus of which has been on matters that took place over a decade ago.”
The statement highlights how Chelsea’s new owners have aimed to distance themselves from the Abramovich era by cooperating fully with the authorities.
What Comes Next For Chelsea
The expectation of a financial sanction rather than a sporting punishment will come as a boost for manager Enzo Maresca and his players, who can continue their season without the distraction of a points deduction. However, the uncertainty surrounding the Premier League’s separate investigation means this story is far from over.
For now, Chelsea can breathe a little easier knowing the FA process is reaching its conclusion, even if another test may lie ahead.
